Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General's Office (AGO) of the Republic of Indonesia.
 
Information Technology (IT) Specialist

USAID/Indonesia, the Indonesian Supreme Court and lower courts, Attorney General's Office and lower prosecutors' offices, and other local counterparts
 
Tasks
 
The IT Specialist is responsible for coordinating with all C4J staff in implementing designing, developing and implementing IT solutions for the Supreme Court and AGO – building on software already developed by the project in Years 1 and 2 – and facilitating trainings and development of local trainers to sustain the IT solutions, as described under Key Results Areas (KRA) 1.1, and 2.1 of the C4J project work plan.  The IT Specialist is also responsible for assisting with the design, development and implementation of trainings and local trainers to sustain the IT solutions, including cooperating with all technical and administrative staff on implementation of trainings described under KRA 1.2, 1.3, 2.2 and 2.3, in compliance with USAID regulations and the contract signed by USAID and Chemonics.
 
Overall requirements
 
The IT Specialist will work under the direction of the IT Expert.
 
The IT Specialist will be asked to work independently, with limited supervision, with either the Supreme Court or the AGO depending on project needs.
 
The IT Specialist will work closely with the Prosecutorial Services Advisor for work undertaken with the AGO.
 
The IT Specialist will at all times work collaboratively with all C4J staff to the extent that their work touches on implementation of IT by professional staff in either the Supreme Court, lower courts, AGO, or lower prosecutors' offices.
 
The IT Specialist will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.
 
The IT Specialist will also ensure a good and professional relationship with the Supreme Court, AGO, and any other counterparts.
 
The IT Specialist will assist in contributing to the annual work plan contract specifications.
 
The IT Specialist will work closely with all project staff under the direction of the Chief of Party (COP), and in close coordination with the Deputy Chief of Party (DCOP) and Prosecution Services Specialist.
 
The IT Specialist will assist in collecting and providing data to the DCOP and the Monitoring and Evaluation Specialist for relevant indicators relating to implementation of IT or case management.
 
The IT Specialist will be ready to undertake other project duties as required by the COP.
 
Specific requirements
The IT Specialist will provide assistance to the IT Expert and/or other C4J staff and consultants in contributing to the activities undertaken for the implementation of IT under Components 1, 2, or 3.  Specific expectations include, but are not limited to:
 
·         Assisting in the development of effective working relationships with leaders and counterparts, C4J staff and consultants, professionals from other projects, and others participating in the design, development, testing and implementation of IT and other institutional reforms within the Supreme Court and AGO under Components 1 and 2.
·         Working independently within the AGO, and with individual prosecutors offices, as required.
·         Coordinating and managing the work of local short-term team members and local consultants, hired under the project.
·         Contributing to project quarterly reports, annual workplans, and other project reports and deliverables as required.
 
The IT Specialist may be called upon directly by the COP to undertake assessment trips, initiating pilot projects, and conducting other technical assignments, including activities and deliverables for Component 3 (Providing Timely Assistance for Special Initiatives to Advance Justice Sector Reform), as specified by USAID.
 
The IT Specialist will carry out other duties as assigned by the COP.

Reporting

Unless otherwise assigned by the COP, the IT Specialist will report directly to the IT Expert and will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results as well as other reports as required.  As teamwork is crucial to the success of the project, the IT Specialist will also coordinate work with other project staff working as a team, as per direction from the COP.

 

Qualifications and Salary

A minimum of 5 years of professional experience with progressively responsible experience in information technology is required.  Experience implementing automated solutions in public institutions possessing limited IT skills and experience is preferred.  Experience with development of IT systems in support of caseflow management, human resources, budget management, and public access to information is preferred.  Experience training government personnel on IT system operations is preferred.  Prior experience with technical assistance projects and work with donor-funded projects is preferred.  Technical expertise in IT installations, web systems design and enhancement, database access, and IT security are preferred.  Demonstrated understanding of Indonesia's justice sector institutions and processes is preferred. Written and verbal fluency in English and Bahasa Indonesia is required.  Strong interpersonal and communication skills are required.  Compensation will be negotiated with Chemonics International and will be based on the consultant's demonstrated salary history, professional experience, education and training, and market factors.
 

Time Frame

This long-term, full-time position is available immediately and will be renewed on an annual basis.  The C4J project ends on May 11, 2014.
