Prosecution and Training Specialist


 

Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time positions for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General's Office (AGO) of the Republic of Indonesia.


Overall requirements

 

The Prosecution and Training Specialist (PTPT) is responsible for providing strategic direction, coordination and technical input into both C4J project components in compliance with USAID regulations and the contract signed by USAID and Chemonics. For C4J, prosecution and training  means that the work conducted by the project achieves the sustaining and broadening of the reforms in the AGO.  This has two Key Result Areas that all of the Specialist's project activities are responsive to:

 

  1. Enhancing institutional management, integrity and efficiency of the AGO,
  2. Improving AGO staff technical competency and accountability, and
  3. Specific prosecution and training issues as defined by the Contract for Component 2.

 

The Specialist has the overarching responsibility to make sure that the goals above are considered for each project activity, and work with other technical staff to address these issues on the basis of relevance. The Specialist will make sure that all strategies and activities concerned with access to justice are consistent with the C4J objectives, and adhere to any restrictions required by USAID. The Specialist is expected to fill this overarching responsibility by working closely with the Chief of Party, and the Prosecution Expert/AGO Advisor, and coordinating with the other technical experts and advisors.

The PTPT Specialist will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.

 

The PTPT Specialist will also ensure a good and professional relationship with the Attorney General's Office and any other counterparts.

 

Under the direction of the Chief of Party (COP), and of the Prosecution Expert (as delegated by the COP), the PT Specialist will contribute to the annual work plan contract specifications.

 

The PT Specialist will be ready to undertake other project duties as required by the COP, as needed.

 

The PT Specialist will collect and provide data to the Deputy Chief of Party and the Monitoring and Evaluation Expert for relevant indicators related to prosecution training and assistance, including assistance to the Pusdiklat/Badiklat and the Puspenkum.. However, the PT Specialist may be asked by the COP to help the other technical staff develop strategies for obtaining relevant PT data.

 

Specific requirements

Project technical assistance

 

The PT Specialist will contribute to all scopes of work for work undertaken for access to prosecution and training-related activities in component 2, and on an exceptional basis in component 3 if the projects staffing needs require.

 

The PT Specialist will maintain technical quality control for all prosecution and training work for component 2, ensuring that related performance targets and deliverables outlined in the project contract are completed in a timely and cost-effective manner.

 

The PT Specialist will need to contribute to the project quarterly report and other project reports and deliverables as called for by the occasion.

 

The PT Specialist will be called upon by the COP to undertake assessment trips, initiating pilot projects, training activities, and conducting other technical assignments. These include activities and deliverables for Components 2 and 3, as specified by USAID.

 

Technical supervision

 

The PT Specialist will coordinate closely with the Prosecution Expert, any other Prosecution Specialist, the Communications Expert, Judicial Training Expert and Training Coordinator, the HR Management Expert(s), and IT Specialists on any activities related to the AGO, and all senior project staff on prosecution and training issues across all technical areas of the project, and assist in managing short-term technical consultants, local short-term team members and national consultants hired under the project as needed.

 

Description of Specific Component Activities, Results and Indicators

The PT Specialist will use her or his technical skills, education, experience and national knowledge to help the AGO, AGO Assistance Team, AGO Bureaucratic Reform Team, and AGO Technical Teams,  short-term technical consultants, C4J subcontractors, national and expatriate consultants, accomplish prosecution reforms and capacity-building, including human resources, communications, public information access, and training of the same, as well as training on substantive legal issues and assistance to the AGO Training Center/Agency (Pusdiklat/Badiklat), and Legal Information Center (Puspenkum) for the prosecution components.. The overall approach and goals for this Prosecution component are described below

 

It is expected that the detailed prosecution and training work required will be developed through further discussions among USAID, the AGO, other GOI agencies, and C4J. The specific scope for these future activities will be determined in consultation with the Chief of Party.

 

Reporting

 

The PT Specialist will report to the Chief of Party, and also to the Prosecution Expert/AGO Advisor, as well as consulting regularly with the Judicial Training Expert, Training Coordinator, Communications Expert, and Prosecution HR Management Specialist. She or he will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.

 

As teamwork is crucial to the success of the project, the PT Specialist will also coordinate work with other project staff working as a team, as per direction from the Chief of Party.

 

Qualifications

 

The PT Specialist is responsible for delivering guidance for and coordinating all activities with other C4J staff related to the AGO, with a focus upon providing assistance to the AGO on training, including structural and HR reforms of the AGO, and the transformation of the Legal Training Center (Pusdiklat) into the Legal Training Agency (Badiklat). 

 

The PT Specialist shall have a minimum of 2 years of experience with legal education and training, and a minimum of 5 years of experience working with or teaching on the Indonesian criminal justice system and/or criminal law and procedure.  This would include NGO or civil society monitoring of AGO and the criminal justice system.  A comprehensive understanding of criminal justice legal and practice issues is also required.

 

Experience or intensive education of adult learning and training methodology, including interactive learning, is strongly preferred.  Prior experience with the Attorney General's Office is strongly preferred.  Prior experience with technical assistance projects and work with donor-funded projects is preferred.

 

A minimum education of a law degree (LL.B.) is required, and the degree of LL.M. is preferred.  A degree of B.A. or Master's degree in related subjects may be sufficient if the candidate has a minimum of 5 years equivalent work with legal training.

 

Written and verbal fluency in English and Bahasa Indonesia is a prerequisite; strong inter-personal and communication skills are desired. 

 

Time Frame

 

This long-term, full-time position is available immediately and will be renewed on an annual basis upon successful job performance. Following 24 months of the C4J project, USAID will review the positions through a mid-term evaluation. The C4J project has begun, and ends on May 11, 2014.
