Indonesia Changes for Justice (C4J)
Scope of Work
AGO Research and Training Officer

I.  Project Overview
The primary objective of the Changes for Justice (C4J) Project is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth. The goal of C4J is a justice system that is transparent and predictable, one in which judges, prosecutors, and their respective personnel, support the fight against corruption, rather than conduct corrupt practices themselves. C4J focuses specifically on transforming behavior and mindsets from a culture of impunity to a culture of accountability.

The principal results of this project will be:

•    More efficient, credible, and transparent functioning of the Supreme Court and Attorney General's Office.
•    Increased competence and integrity of judges, prosecutors and staff.

The C4J Project supports the USAID/Indonesia Mission, Office of Democracy and Governance Intermediate Result #1, Rule of Law and Accountability Strengthened and is closely related to the Educating & Equipping Tomorrow's Justice (E2J) Project, focusing on Legal Education and Civil Society Strengthening. The results of C4J will contribute to be a strengthened and more accountable rule of law mechanism (i.e., a better functioning justice system), and will play a key role in holding other actors and institutions accountable. C4J will complement other activities and contribute to achieving the other IR "More effective, representative, and responsive governance," as justice sector institutions are a part of the governance structure. More reliable justice system will also contribute to the cross program objective of reinforcing sustainable peace with adequate and trusted formal mechanisms for resolving disputes and ending impunity.

II. Background

Now embarked on its second "Blueprint for the Reform of the Supreme Court of Indonesia" the Supreme Court (SC or Mahkamah Agung) continues to lead justice system reform and engage with civil society organizations and other stakeholders to the reform effort. Similarly, the objective of bureaucratic reform (which led to the compilation of job descriptions, a comprehensive staff needs assessment and inventory of all assets held by Indonesian courts) could not have been realized without the proactive support and direct involvement of the leadership of the Supreme Court, in particular those responsible for the monumental task of the administrative management of the courts. The Chief Justice continues to demonstrate a commitment to reform. Activities undertaken with the Supreme Court are under Component 1.

The Attorney General's Office (AGO) Kejaksaan Agung embarked on reform more recently than the Supreme Court as it launched its "Prosecution Service Reform Agenda" in 2005 and its bureaucratic reform process in 2008. Reforming an institution with an extremely hierarchical structure and the inheritance of decades of military-style organization is an ambitious task. However, the political determination of the Attorney General himself to achieve reform warrants continued support. The six regulations enacted in 2007 which elaborated on the Reform Plan are evidence of this determination. The AGO reached a turning point in 2008, as the major scandal that marred the institution provided spectacular evidence that corruption was endemic. The need for swift and comprehensive reform was clearly evident and Indonesian society loudly voiced its demand for reform. This momentum for reform could, however, fade away. Donor assistance can play a catalyst role in maintaining momentum and ensuring that efforts are sustained. Activities supporting the AGO are under Component 2.
Justice sector reform is a part of a political process that is unpredictable; inevitably there are unanticipated problems and emerging opportunities. USAID needs to preserve a degree of flexibility and resources in order to be able to respond to special initiatives and evolving needs. Under Component 3, timely assistance will be provided to government agencies, independent bodies, and other relevant government institutions for specific opportunities to address justice sector reform. The assistance will be targeted, timely, and specific in duration and outcome. It will often require the ability to mobilize quickly. The principal focus of this component will be on supporting strategic policies and programs originating either from USG or from the Government of Indonesia.  This may include short-term, "start-up" support for important justice reform initiatives emanating from the office of the President or National Ministries.

USAID/Indonesia, the Attorney General's Office, AGO Training Agency (Badiklat) and lower prosecutors offices.

V. Tasks

The AGO Research and Training Officer is responsible for assisting the C4J Prosecutorial Team (Prosecution Services Specialist, AGO Training Specialist, and AGO Human Resources Specialist) in designing, developing and implementing trainings, implementing reforms in the human resources management system and career development, as well as assisting in providing support to the C4J Prosecution Team in designing, developing and implementing the prosecution guidelines and code of ethics under Component 2.1, "Enhancing Institutional Management Integrity and Efficiency," and Component 2.2 , "Improving Prosecutors' and Prosecutorial Services Staff Technical Competence and Accountability," and in compliance with USAID regulations and the contract signed by USAID and Chemonics. The description of Components 2.1 and 2.2, along with the expected results, are listed in Section VI.

Overall requirements

The AGO Research and Training Officer will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.

The AGO Research and Training Officer will also ensure a good and professional relationship with the AGO and any other counterparts.

The AGO Research and Training Officer will work under the direction of the the Prosecution Services Specialist.

The AGO Research and Training Officer will assist the C4J Prosecutorial Team with translations along with technical responsibilities relating to:

•    Component 2.1 Enhancing Institutional Management Integrity and Efficiency (of the AGO)

•    Component 2.2 Improving Prosecutors' and Prosecutorial Services Staff Technical Competence and Accountability

The AGO Research and Training Officer will work closely with the C4J Prosecutorial Team tasked with assisting with work in the AGO and collecting and providing data to the Deputy Chief of Party (DCOP) and the Monitoring and Evaluation Specialist for relevant indicators related to Component 2.1,  and Component 2.2.
The AGO Research and Training Officer will assist in contributing to the annual work plan contract specifications.

The AGO Research and Training Officer will work closely with all project staff under the direction of the Chief of Party, and in close coordination with the Deputy Chief of Party and Prosecution Services Specialist.

The AGO Research and Training Officer will be ready to undertake other project duties as required by the Chief of Party.

Specific requirements
The AGO Research and Training Officer will provide assistance to the C4J Prosecutorial Team in contributing to the activities undertaken for Components 2.1 and 2.2. Specific expectations include, but not limited to:

•    Assisting in developing effective working relationships with leaders and counterparts, focusing on the AGO Training Center/Agency, C4J staff and consultants, professionals from other projects, and others participating in the design, development, testing and implementation of HR, finance, and other institutional reforms within the AGO Training Center/Agency.

•    The AGO Research and Training Officer will be expected to use both quantitaive and qualitative information and able to think analytically and systematically, and reflect that thinking in written documents. He/she will do basic research and analysis in a variety of technical fields relating to the C4J Project, and/or be expected to become familiar with the technical terminology involved in each subject matter field as required.

•    The AGO Research and Training Officer will contribute to all technical aspects of the C4J project's work with the AGO. Technical aspects of C4J's AGO work include, but not limited to, development and implementation of prosecutorial training programs, case management, research and writing, ethics and code of conduct, public information, human resources, budgeting and finance, and information technology.

•    The AGO Research and Training Officer may be expected to contribute to the project quarterly reports, annual workplans, and other project reports and deliverables as required.

•    Carrying out other duties as assigned by C4J COP, which may include assisting with activities relating to Supreme Court reform from time to time..

VI. Reporting

The AGO Research and Training Officer will report directly to the Prosecution Services Specialist and other AGO team members as directed. She will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.

VII. Qualifications

A university degree in law is preferred, and specific experience in legal translation and in consecutive and/or simultaneous translation and interpretation between English and Bahasa Indonesia is an advantage. Prior experience with technical assistance projects and work with donor-funded projects will be highly preferred. Written and verbal fluency in English and Bahasa Indonesia is a prerequisite; strong inter-personal and communication skills are desired.

VIII. Time Frame

This long-term, full-time position is available immediately and will be renewed on an annual basis. In mid-2012, USAID will review the positions through a mid-term evaluation.

The C4J project begins on May 12, 2010 and ends on May 11, 2014.
