Indonesia Changes for Justice (C4J) Project
Scope of Work
Judicial Training Expert
 
 
The Judicial Training Expert is responsible for implementing training activities described under Key Results Areas (KRA) 1.2 and 2.2 of the C4J project work plan.  The Judicial Training Expert is also responsible for leading the design, development and implementation of trainings, including cooperating with all technical and administrative staff on implementation of trainings described under KRA 1.1, 1.3, 2.1 and 2.3, in compliance with USAID regulations and the contract signed by USAID and Chemonics.
 
Overall requirements
 
The Judicial Training Expert will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.
 
The Judicial Training Expert will also ensure a good and professional relationship with the Supreme Court's and AGO's Pusdiklat is fostered and maintained.
 
Under the COP's direction, the Judicial Training Expert will contribute to the annual work plan contract specifications and modifications.
 
The Judicial Training Expert will be ready to undertake other project duties as required by the COP, if needed.
 
The Judicial Training Expert will collect and provide data to the Deputy Chief of Party and the Monitoring and Evaluation Specialist for relevant indicators related to KRA 1.2 and 2.2.
 
Specific requirements
The Judicial Training Expert will contribute to all scopes of work for work undertaken on trainings per KRA 1.2 and 2.2.
 
The Judicial Training Expert is responsible for coordinating all training and continuing training technical assistance activities including training of trainers, and providing guidance and other technical expertise to the Supreme Court and AGO Pusdiklat.
 
The Judicial Training Expert will maintain technical quality control for all training activities ensuring that performance targets and deliverables outlined in the project contract are completed in a timely and cost-effective manner.
 
The Judicial Training Expert will coordinate and manage work with the Supreme Court and the AGO to develop strategic plans – including identification of budgetary resources, training systems, and other activitiesto ensure sustainable implementation of the C4J project's successful deliverables.
 
The Judicial Training Expert will contribute to the project quarterly report and other project reports and deliverables as called for by the occasion. The Judicial Training Expert may be called upon by the COP to undertake assessment trips, initiating pilot projects, and conducting other technical assignments. These include activities and deliverables for Component 3 (Providing Timely Assistance for Special Initiatives to Advance Justice Sector Reform), as specified by USAID.
 
The Judicial Training Expert will coordinate and manage the work of local short-term team members and local consultants, hired under the project.

Reporting

 
The Judicial Training Expert will report directly to the Chief of Party, and will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results as well as other reports as required.  As teamwork is crucial to the success of the project, the Expert will also coordinate work with other project staff working as a team, as per direction from the Chief of Party.

 

Qualifications and Salary

 
A minimum of 8 years of professional experience is required, preferably as a judge or other position with extensive court experience. Progressively responsible experience in training judges and/or prosecutors or mentoring capacity is required. Prior experience with technical assistance projects and work with donor-funded projects is required. Demonstrated understanding of Indonesia's justice sector and judicial system, with a law degree, is required. Written and verbal fluency in English and Bahasa Indonesia is required. Strong interpersonal and communication skills are required. Compensation will be negotiated with Chemonics International and will be based on the consultant's demonstrated salary history, professional experience, education and training, and market factors.
 

Time Frame

 
This long-term, full-time position is available in May 2012, and will be renewed on an annual basis. The C4J project ends on May 11, 2014.
