Technical Experts for USAID – ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security (ASEAN-U.S. PROGRESS)
 
Chemonics International, a leading international development consulting firm, seeks Jakarta-based technical advisors for the USAID-funded ASEAN-U.S. PROGRESS project. This program will enhance ASEAN's capacity to advance good governance and regional security and to promote equitable and sustainable human development in Southeast Asia in line with the ASEAN Political-Security and Socio-Cultural Blueprints, as well as the ASEAN-U.S. Enhanced Partnership Plan of Action. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
ASEAN Human Rights Specialist
Responsibilities include:
·        Assisting the ASEAN Intergovernmental Commission on Human Rights (AICHR), the ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW) and ASEAN Member States through technical assistance and training activities supporting areas of research, stakeholder outreach, promoting human rights and implemnting workplans. The Specialist will also promote ASEAN engagement with the private sector, CSOs and members of the media. Recruit, manage and oversee small teams including assistants and short-term expatriate/local consultants. Regional travel required.
Qualifications:
·        Bachelor degree in law, international relations, journalism, or related field with a focus on human rights required; graduate degree preferred.
·        Five or more years proven experience promoting human rights in the ASEAN region.
·        Experience designing capacity building programs and developing networks with multiple stakeholders including academia, the business community, citizen groups and the media.
·        Experience working with ASEAN or multilateral and/or donor organizations desired.
·        Familiarity with ASEAN Human Rights organs (AICHR, ACWC, ACMW) strongly preferred.
·        Fluent English required, and fluency in one other ASEAN language preferred.
 
ASEAN Good Governance Specialist
Responsibilities include:
  • Working to develop methods and structures for judicial and legislative cooperation through governance bodies such as the ASEAN Inter Parliamentary Association to aide Member States share experience, discuss commonalities and implement ASEAN executive-branch agreements to promote the rule of law. The Specialist will provide technical assistance and design workshops in seminars to support legislative cooperation and improve good governance. Recruit, manage and oversee small teams including assistants and short-term expatriate/local consultants. Regional travel required.
Qualifications:
  • Bachelor degree in law, international relations, comparative politics, political science or related field with a focus on good governance required; graduate degree preferred.  
  • Five or more years proven experience on good governance and/or rule of law promotion in the region.
  • Demonstrated accomplishments building consensus to promote good governance efforts.
  • Experience working with ASEAN or multilateral and/or donor organizations desired.
  • Familiarity with executive, judicial and legislative institutions in ASEAN desired.
  • Fluent English required, and fluency in one other ASEAN language preferred.
 
Disaster Management Expert
 Responsibilities include:
·        Assist the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) by applying management expertise in improving operational responses and improving regional disaster preparededness, designing trainings, public awareness and education programs related to disaster risk reduction and emergency responsiveness, and to train AHA Centre staff on monitoring and response system technologies. Recruit, manage and oversee small teams including assistants and short-term expatriate/local consultants. Regional travel required.
Qualifications:
  • Bachelor degree in natural resource management, disaster risk reduction, or related field; graduate degree preferred.  
  • Five or more years experience managing disaster management/emergency response programs.
  • Demonstrated familiarity working with disaster response systems.
  • Experience working with ASEAN or multilateral and/or donor organizations desired.
  • Familiarity with executive, judicial and legislative institutions in ASEAN desired.
  • Fluent English required, and fluency in one other ASEAN language preferred.  
 
ASEAN Women and Children's Rights Specialist
 Responsibilities include:
·        Assisting the ASEAN Commossion for the Promotion and Protection of Women's and Children's Rights (ACWC) to promote the rights of women and children by building international linkages between the ACWC and the United States, developing relationships with CSOs, develop workshops and seminars promoting the rights of women and children, and performing policy-based research and assessments. Recruit, manage and oversee small teams including assistants and short-term expatriate/local consultants. Regional travel required.
Qualifications:
  • Bachelor degree in human rights, sociology, anthropology, law or related fields with a focus on women, children and/or the disadvantaged required; graduate degree preferred.  
  • Five or more years experience supporting the advancement of womens and childrens rights on a national/international level.
  • Proven experience conducting assessments and keen research skills to influence policy.
  • Experience working with ASEAN or multilateral and/or donor organizations desired.
  • Familiarity with executive, judicial and legislative institutions in ASEAN desired.
  • Fluent English required, and fluency in one other ASEAN language preferred.  
 
Communications Specialist
Provide technical support to the DCOP in coordinating technical assistance activities related to public communications, public affairs, and public relations. Liaise with multiple stakeholders and build relationships with CSOs, the public, and the media. Regional travel required.
Qualifications:
  • Bachelor degree in communications, public relations, journalism, or related degree.
  • Five or more years experience working on communication strategies, developing outreach programs with a focus on international development, human rights, and/or good governance.
  • Expertise in writing articles, research, and utilizing social media in a professional setting.
  • Prior experience working on a donor -funded development programs a plus.
·        Written and verbal fluency in English is required.
