Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General's Office (AGO) of the Republic of Indonesia.
 PROCUREMENT MANAGER
 Job Responsibilities
To implement and administer the procurement requirements of the Indonesia Changes for Justice Project (C4J), including the special IT procurements in support of the project's E-Government Procurement component.  The Procurement Manager will report directly to the Chief of Party and advise him on procurement and administrative issues related to the project status.  The Procurement Manager supervises the C4J project's procurement and is responsible for tailoring and applying Chemonics' procurement manuals, and overseeing the high volume of procurement and specialized requirements of this project.  The Procurement Manager serves as a resource to the C4J technical and program staff on procurement issues.  The Procurement Manager ensures that solicitations are processed with free and open competition, and that all procurements comply with relevant USAID/Indonesia regulations. 
·         Procurement Process – The Procurement Manager is responsible for adhering to the C4J Procurement Guidelines and, in conjunction with the Office Manager, for ensuring that all project staff adhere to these guidelines.  These responsibilities include but are not limited to planning the procurement, writing appropriate specifications, evaluating the offers, monitoring the contracts, handling all post-solicitation activities, including all appropriate documentation.
·         Compliance - The Procurement Manager is responsible for ensuring that all contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g. FAR and AIDAR) are met in a satisfactory and professional manner.      
Specific Tasks
The Procurement Manager duties include, and are not limited to, the following:
·        Respond in a timely manner to procurement requests as submitted by the Field Office
·        Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
·        Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions.
·        Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
·         Maintain the project's inventory tracking system.
·        Assist Office Manager and home office project team in developing procurement related approval documentation for submission to USAID/Indonesia.
·        Provide procurement status reports and inventory summaries as requested by project staff.
·        Assist Office Manager to provide training to project staff in procurement policies and procedures.
·        In all other matters acts as a member of the C4J team, advising and working with other members of C4J to advance C4J project goals and meet USAID/Indonesia needs.
 Reporting
 The Procurement Manager will report directly to Chief of Party
 Qualifications and Salary
The Procurement Manager shall ideally have a minimum of 10 years of professional experience, including project management experience in procurement and inventory management. Experience in a developing economy is an advantage, especially when combined with demonstrable experience in coordinating the activities of government, multinational, national, public, and rivate stakeholders.    
Compensation will be negotiated with Chemonics International and will be based on the consultant's demonstrated salary history, professional experience, education and training, and market factors.
Time Frame
 This long-term, full-time position is available immediately and is expected to last for the duration of the project.  The project begins on 15 May 2010 and ends on 11 May 2014.  Interested applicants for this position are requested to send a cover letter and resume (references will not be contacted prior to the interview) to jb.chemonics.c4j@gmail.com as soon as possible but no later than 20 December 2012.
