Project Overview:

USAID is implementing the Higher Education Leadership and Management (HELM) project in Indonesia. The five-year program aims to strengthen the capacity of higher education institutions to perform effectively in general administration and leadership, financial management, quality assurance, and collaboration with external stakeholders. These core management areas were selected after thorough consultation with the Directorate General for Higher Education (DIKTI) at the Ministry of National Education (MONE). These core areas are critical to enabling institutions to adopt and deliver quality teaching, research, and service. Absent such capacity strengthening, it is difficult to see how the targeted higher education institutions will sustain improvements in how well they prepare students for success in learning and work.

 

The HELM technical assistance will target a select set of strategically identified higher education institutions as well as DIKTI. Activities conducted at the higher education institutions will provide models and approaches in each of the four management areas that will be implemented at the targeted institutions and subsequently disseminated to additional higher education institutions. The management capacity development under the HELM program will result in systematic improvements in the quality of teaching, research capacity, and community service across the country. HELM support to DIKTI will promote strengthened leadership focused on higher education reforms and improved performance related to the implementation of reform at the national level.

 

The strategy of the HELM project is to leave a legacy of stronger management systems in Indonesia's higher education sector that will continue to improve academic quality, not just in a limited one-time manner, but in a regular and systematic fashion over the short, medium and long term. HELM has identified 50 Higher Education Institutions (HEI) as partners. Strengthening the capacity of these institutions is a shared priority between the government of Indonesia and USAID, and the HELM project will be leveraged to complement other USAID programming.

Principal Duties and Responsibilities:

The Regional Coordinator is responsible for developing and maintaining strong collaborative relationships with HELM partner Higher Education Institutions (HEIs). The Regional Coordinator will liaise with the HEI's HELM coordinator and other 'agent of change' in partner institutions in the cluster of partners. This position will also be responsible for supporting the implementation of capacity development activities, providing site-based follow up after events and on-going monitoring of HELM impacts at the institutional level. The Regional Coordinator will also be tasked with the identification of needs where HELM program interventions might be focused in the future.

 

This position will be based in Medan or Makassar which is a regional hub for the institutional partners. The Regional Coordinator will set up HELM's regional office and be responsible for the administrative and financial management tasks related to that office.

 

The Regional Coordinator will participate in the site-based needs analysis and in the development and implementation of interventions at the level of the institution as well as other identified needs. The Regional Coordinator will also be tasked with supporting the Action Research program through site visits in close coordination with the technical specialists.

 

This is a supervisory position managing office staff. The Regional Coordinator will coordinate closely with other HELM team members on all technical tasks and site visits. The Regional Coordinator will be asked to spend two days in Jakarta at least every month for coordination meetings.

 

 

Specific tasks:

The Regional Coordinator will take responsibility for the success of program activities in the region and will manage the overall operations of the field office. Responsibilities of the Regional Coordinator include the following:

 

1.      Serve as the working liaison to HEI counterparts, implementation partners, and other key stakeholders on regionally based program activities. Encourage HELM partners to become actively involved in activities at the regional and national levels. Maintain regular communication links with all regional partners. Undertake monthly monitoring and coordination visits to all regional partners and develop initiatives on the project. This will entail relating with local government officials, and/or local organizations, such as KADIN (Indonesian Chamber of Commerce), and international and/or local organizations. Close coordination and information sharing with the other Regional Coordinator is required. It is expected that the Regional Coordinator will do site visits to partner institutions not less than 60% of the time.

 

2.   Provide technical assistance to the project events, activities per program need, preparation for VIP visits to the field office, and other assistance as directed by the Program Coordinator. It is expected that approximately 10% of the Regional Coordinator's time will be devoted to providing necessary technical assistance.

 

3.     Ensure daily operations of the field office in close collaboration with central office in Jakarta. Ensure that appropriate approvals are obtained, documentation is in place and that filing and systems are up to date and complete. Understand and maintain the field office budget and monitoring processes as it relates to the overall project budget. It is expected that approximately 10% of the Regional Coordinator's time will be devoted to the supervision of facilitation support noted above and to HELM staff, as required.

 

4.      Provide program reports including weekly and quarterly reports on activities undertaken and recommended in the region. Monitor regional news media and share relevant articles and information with the other field office and Jakarta office on a weekly basis. It is expected that this will take approximately 15% of the Regional Coordinator's time.

 

5.       Other tasks as requested. It is expected that this will take approximately 5% of the Regional Coordinator's time.

 

 

Eligibility criteria:

·         Master's degree in education, social development or related field required. Doctoral level preferred.

·         Experience working in an Indonesian university preferred, but not required.

·         Familiarity with Indonesian higher education system preferred.

·         Position requires extensive travel both regionally and other locations as needed.

·         Minimum  five years of experience working in the field of Education with USAID or other donor supported programs required.

·         Proof of highly developed English communication skills both written and verbal required.

·         Experience developing and maintaining relationships with leaders of institutions required.

·         Must be organized, detail oriented, self-motivated, and able to work well on teams.

·         Experience with management, administrative and financial skills.

·         Experience monitoring implementation of program activities.

·         Knowledge in specific regional area preferred.

·         Must be interested in working with a multi-cultural, international team in a dynamic and fast-paced environment.
