Indonesia Changes for Justice (C4J)
Scope of Work
Administrative Assistant

I. Overview
The primary objective of the C4J is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth. Assuming the leadership of the Supreme Court and Attorney General's Office (AGO) continue to demonstrate commitment to reform, support will be provided to the Supreme Court and the AGO to assist with their institutional reform and capacity building. The goal of C4J is a justice system that is transparent and predictable, one in which judges, prosecutors and court personnel support the fight against corruption, rather than conduct corrupt practices themselves. C4J focuses specifically on transforming behavior and mindsets from a culture of impunity to a culture of accountability.

The principal results of this program will be:

•    More efficient, credible, and transparent functioning of the Supreme Court and Attorney General's Office.
•    Increased competence and integrity of judges, prosecutors and staff.

The C4J project supports the USAID/Indonesia Mission, Office of Democracy and Governance Intermediate Result #1, Rule of Law and Accountability Strengthened and is closely related to the Educating & Equipping Tomorrow's Justice Reformers (E2J) project, focusing on Legal Education and Civil Society Strengthening. The results of C4J will contribute to a strengthened and more accountable rule of law mechanism (i.e. a better functioning justice system), which will play a key role in holding other actors and institutions accountable. C4J will complement other activities and contribute to achieving the other IR "More effective, representative, and responsive governance," as justice sector institutions are a part of the governance structure. More reliable justice system will also contribute to the cross program objective of reinforcing sustainable peace with adequate and trusted formal mechanisms for resolving disputes and ending impunity.

II. Background

Now embarked on its second "Blueprint for the Reform of the Supreme Court of Indonesia" the Supreme Court (SC or Mahkamah Agung) continues to lead justice system reform, and continues to engage with civil society organizations and other stakeholders to the reform effort. Similarly, the objective of bureaucratic reform (which led to the compilation of job descriptions, a comprehensive staff needs assessment and inventory of all assets held by Indonesian courts) could not have been realized without the proactive support and direct involvement of the leadership of the Supreme Court, in particular those responsible for the monumental task of the administrative management of the courts. The Chief Justice continues to demonstrate a commitment to reform.

The Attorney General's Office (AGO) Kejaksaan Agung embarked on reform more recently than the Supreme Court as it only launched its "Prosecution Service Reform Agenda" in 2005 and its bureaucratic reform process in 2008. Reforming an institution with an extremely hierarchical structure and the inheritance of decades of military-style organization is an ambitious task. However, the political determination of the Attorney General himself to achieve reform warrants continued support. The six regulations enacted in 2007 which elaborated on the Reform Plan are evidence of this determination. The AGO reached a turning point in 2008, as the major scandal that marred the institution provided spectacular evidence that corruption was endemic. The need for swift and comprehensive reform was clearly evident and Indonesian society loudly voiced its demand for reform. This momentum for reform could, however, fade away. Donor assistance can play a catalyst role in maintaining momentum and ensuring that efforts are sustained.

USAID, the Indonesian Supreme Court, and the Indonesian Attorney General's Office, as well as associated universities and judicial training institutions in Indonesia and overseas.

V. Specific Tasks
Overall requirements
The Administrative Assistant will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.

The Administrative Assistant will also ensure that a good and professional relationship with the universities providing degrees and judicial or prosecutorial training outside Indonesia is fostered and maintained throughout the life of the project.

Under the Office Manager's direction the Administrative Assistant will contribute to the annual work plan contract specifications.

The Administrative Assistant will be ready to undertake other project duties as required by the COP and DCOP, if needed.

Specific requirements:
    Help maintain and update, as required by the supervisor to help standardize data collection for all project activities (including data sheets).
    Liaise with all project staff as required, and assist with data entry for C4J surveys and other project activities.
    Perform administrative duties as required including:
o    fulfill office management duties, including answering phones, photocopying, faxing, ordering supplies/workshop materials, etc;
o    coordinate all logistical aspects of project administration including arranging travel, processing travel clearances, and fielding consultants;
o    label and maintain administrative files on data collection and entries both in soft files and hard files and all other non-accounting related documentation;
o    coordinate all logistical aspects of project administration, including arranging travel, processing travel clearances, and fielding consultants;
o    provide administrative support to the office manager, chief of party, and other task leaders;

    Prepare reports of meetings convened or attended by project management
    Assist office manager in hosting project visitors and arranging meeting details
    Answer inquires and supply available project information from other Chemonics projects, USAID staff and other development projects as necessary
    Assist office manager in sending monthly expenditure reports and back-ups to Chemonics home office
    Be an alternate person to the other two Administrative Assistants in their absence if required
    Fulfill other administrative functions as required

VI. Reporting

The Administrative Assistant reports directly to the Office Manager. He/She will prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required.

VII. Qualifications and Salary
    At least 3-5 years administrative management experience, preferably with large-scale international projects
    Successful experience working in a diverse, face-paced environment
    Excellent computer and typing skills including, Microsoft Word, Excel, Outlook exchange email system, and desktop publishing software such as Adobe, Photoshop, and other similar programs. 
    Versed in office administration duties including faxing, photocopying, answering phones, arranging meetings
    Bachelors degree or 5 years administrative experience required
    Fluency in English and Bahasa Indonesian required

VIII. Time Frame
This long-term, full-time position is available immediately with an annual approved level of effort of no more than 260 days for each project year. The employment agreement will be renewed on an annual basis following a positive performance evaluation. The C4J project ends on May 11, 2014.
