Scope of Work
SAF/Grants Manager
 
I. Overview
Chemonics International was founded in 1975 and is one of the largest U.S. consulting firms providing expertise in developing and emerging-market countries for initiatives financed by the U.S. Agency for International Development.
 
II. Position Name
Special Activities Fund (SAF)/Grants Manager
 
III. General Responsibilities
The SAF/Grants Manager will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures. The SAF/Grants Manager also should be ready to undertake other project duties as required by the COP and DCOP, if needed.
 
IV. Specific Duties:
·        Supervise the design and production of a SAF management and grants manual.
·        Ensure the proper preparation and execution of grant documents and disbursements in line with USAID procedures.
·        Solicitation process: review existing processes and provide guidance to new staff on the documentation associated with competition including RFA, APSs, and RFPs, evaluation criteria, evaluation committee notes, etc.
·        Pre-award responsibility determination: review existing processes and provide guidance on the pre-award responsibility determination processes and documentation including reference checks, organizations' formal registration, applicant's audited financial statements, copies of grantees' and subcontractors' policies, and procedures, etc.
·        Review award files to make sure they contain the critical elements of awarding the grant or subcontract including signed certifications, memorandum of negotiation, Mandatory and Required as Applicable Standard Provisions, environmental impact assessments, marking and branding strategies and plans, etc. Train staff in developing and managing these elements to Chemonics and USAID regulations and standards.
·        Financial management process: review existing processes and provide guidance in the financial management processes associated with managing grants and subcontracts including review of monthly financial reports, letter of credit procedures, verifying cost share and program income, the process for conducting audits, etc.
·        In collaboration with Procurement Manager review the guidance on how grantees and subcontractors handle procurement including source, origin, and nationality issues and disposition of equipment as well as provide best practices on how to assist the grantees in these processes.
·        Train field office staff involved with grants and subcontracts including technical staff, accounting/finance staff, and grants and subcontract management staff to confirm that there is a shared understanding of roles and responsibilities. Coordinate closely with the M&E Specialist on reporting requirements and how grantees and subcontractors are contributing to the PMP and M&E plan.
·        Build results and results frameworks into grantees and assess grantees' capabilities and advise them on how to enhance their performance.
·        Analyze, assess, and assist with budgetary and financial aspects of grants and payment of invoices.
·        Serve as an effective liaison between project staff and local grantees; ensure that they are provided with suitable technical advice and assistance to complete their deliverables.
·        Work closely with the Chief of Party, USAID, and other team members on all matters relating to local grants.
 
V. Qualifications  
 
·        Bachelor's degree is required; Master degree in economics or accounting preferred
·        At least 5-7 years of professional experience, including project management experience in grants management and subcontracting.
·        Practical experience in collaborating with non-governmental organizations and government ministries on transparency issues, international standards and sustainable development is strongly preferred.
·        Experience in economic development a plus, especially when combined with demonstrable experience in coordinating the activities of multinational, national, public, and private stakeholders. 
·        Written and verbal fluency in English is required.
·        Strong inter-personal and communication skills required.
 
VI. Reporting
 
The Grants/SAF Manager will report directly to the Chief of Party. S/he will prepare written progress reports on a weekly and quarterly basis that demonstrate the status of project activities toward expected results, as well as other reports as required.
