Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia's justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General's Office (AGO) of the Republic of Indonesia.
Finance Assistant
Overall requirements:
The Finance Assistant is responsible for assisting the Finance Manager with all financial accounting operations of the C4J Project's field office transactions in compliance with USAID regulations and the contract signed by USAID and Chemonics. The position is based in Jakarta.
The Finance Assistant will at all times adhere to and act according to the Chemonics Professional Code of Ethics ("Living Our Values") and will make the principles of the Code a part of the project's culture and standard operating procedures.
The Finance Assistant will ensure that professional and transparent relationships are maintained with all C4J staff, project partners, donors, counterparts, vendors, and others with whom she interacts, throughout the life of the project.
The Finance Assistant will perform the following tasks independently, with minimal supervision:
- In the absence of the Finance Manager, serve as Acting Finance Manager.
- Take lead responsibility for the timely, accurate initial review and input of all cash and bank transactions for the project, including:
- review all payment requests/invoices to ensure that all documentation of costs is appropriate and in compliance with USAID rules and Chemonics policies
- confirm that all required approvals have been obtained and that all charge codes are accurate
- prepare payment vouchers
- ensure timely payment of all invoices upon approval by the COP or DCOP
- complete daily financial data entries into the automated ABACUS system
- Take full responsibility for maintaining the project's accounting files to ensure that:
- all vouchers are labeled and in order
- all vouchers are properly completed and stamped as paid
- all bank slips, copy of checks, bank debit notes and other appropriate documentation are attached to the vouchers
- Take lead responsibility to:
- track tax withholdings of all project staff
- prepare monthly tax report for submission to the state tax office
- distribute monthly tax receipts to vendors
- distribute the annual tax report to staff individually
- track Jamsostek payments for all staff
- register and/or unregister Jamsostek for new and/or resigned staff
5. Distribute and monitor Jamsostek cards for all staff
- Prepare invoices to other Chemonics' projects for their obligations regarding joint expenses and payments.
- Ensure that outstanding accounts receivable and accounts payable are settled within a specified period.
- Take full responsibility to track personal usage of staff mobile phones, vehicle and other project assets, and prepare internal invoices or reductions from payroll accordingly on a monthly basis.
- Take full responsibility for settling all outstanding advances taken by employees, send reminders to submit expense reports, and record all settlements in the system.
- Administer blank checks and prepare them for signing and administer bank, tax and Jamsostek forms.
- Prepare weekly bank/project reconciliations, and report the cash balance to the Finance Manager on a daily basis or as otherwise required.
- Create correction journals based on the review of transactions by the Finance Manager.
- Liaise between the project and bank as required.
- Assist the Finance Manager to prepare the monthly payroll for all local staff, including the monthly payroll report for signature by the COP, and preparation and submission of the wire transfer to each staff account.
- Ensure that proper financial controls are enforced and that an appropriate system is maintained.
- Share equally in the task of explaining generally accepted accounting principles, USAID regulations and Chemonics policies and procedures to all project staff and consultants as required.
- Perform other finance duties as required.
Reporting
The Finance Assistant will report directly to the Finance Manager. She will prepare regular oral and written progress reports that demonstrate the status of project financial operations, as well as other reports as required.
As teamwork is crucial to the success of the project, the Finance Assistant will be expected to coordinate work with other technical, managerial and administrative C4J staff, as per direction from the Chief of Party.
Qualifications and Salary
- At least 3 years financial management experience with large-scale international projects preferred.
- Extensive familiarity with US Government generally accepted accounting procedures required.
- Familiarity with ABACUS accounting system and policies of Chemonics International required.
- Proven experience working with USAID-funded projects required.
- University degree in business administration, accounting, or relevant field required.
- Fluency in English and Bahasa Indonesia required.
Time Frame
This long-term, full-time position will begin immediately with an annual approved level of effort of no more than 260 days per year. The employment agreement will be renewed on an annual basis following a positive performance evaluation. The C4J project ends on May 11, 2014.
